Sherwood-Parkdale Rangers Soccer Club (SPRSC) Policies for Youth and Mini Soccer
I. Registration

Registration will be accepted by the club registrar or designate.
-
No registrations will be accepted without payment of fees.
-
No registrations or registration fees will be accepted at the soccer fields.
-
All players must be registered prior to attending any tryouts and/or practices.
-
All registration forms must be signed by a parent or legal guardian for players under sixteen (16) years of age.
-
Players sixteen (16) years or older may sign their own registration forms.
-
Player registration information including; name, address, phone, parent/guardian, personal health number and medical history will be forwarded to the appropriate coaches.

Senior teams must confirm their commitment prior to the May 15th deadline. (Roster of at least 14 players)
II. Age Requirement
-
The youngest SPRSC registrants must reach the age of three (3) by June 1st of the year of registration and shall play at the under four (4) mini soccer level.

Mini soccer age levels are under four (4) mixed, under six (6) mixed, under eight (8) mixed, under ten (10) girls, and under ten (10) boys.

As designated by Prince Edward Island Soccer Association (PEISA), youth age levels are: under twelve (12) girls, under twelve (12) boys, under fourteen (14) girls, under fourteen (14) boys, under sixteen (16) girls, under sixteen (16) boys, under eighteen (18) girls and under eighteen (18) boys.

Players cannot be older than their registered age group by December 31st of that registered year. (ie. under sixteen (16) player cannot turn seventeen (17) prior to December 31st of that registration year)
III. Registration Fees

Regular Fees
-
The SPRSC Executive sets all registration fees for Mini, Youth, and Senior. (Fees to be assessed on an annual basis and approved at the AGM).

Families pay full registration fees for the two older children and half the registration for the third and any younger child.

Players who have been asked by the club to play at a higher level shall have the higher registration fee waived.
-
Any player who has requested to play at a higher age level, and has been approved by the executive, must pay the registration rate for the higher level.

Late and Outstanding Fees
-
A late fee will be charged for any registrations made after the designated registration dates. The late fee will be determined on an annual basis by the executive. (One late fee will be applied per family).

Players with an outstanding fee will not have their registration forwarded to the PEISA and will be ineligible to play until payment is made.
-
Any NSF bank charges will be directed back to the registrants (parent/guardian) for payment.

Refund Policy
-
If the SPRSC is unable to provide a team for a registrant; that registrant would be eligible for a full refund.
-
A player transferring to another club prior to June 30th (with the approval of the transfer committee), shall receive a refund, less any funds paid to the PEISA.
-
A player choosing to leave the SPRSC (but not transferring to another club) before June 30th shall be entitled to a registration fee refund less fess paid to the PEISA and an administration fee*
-
No refunds will be made after June 30th.
* The administration fee will be one third of the registration fee and shall be reviewed annually by the executive.
IV. Player Movement All player movement must follow the PEISA and Youth league guidelines.

Players wishing to play at a higher level must make a written request, with reasons, to the club executive. Players under sixteen (16) years of age must have their request signed by a parent or guardian. The executive will make a decision taking into consideration; the number of players at each level, the effects on teams involved, the skill level of the individual player, as well as, his/her physical and emotional maturity.

Coaches/Managers wishing to move a player permanently to a higher age level must consult the club executive for approval before discussion with the player or parent(s)/guardian(s). A written request must be submitted to the executive. The same considerations will be given as stated in III (A) point 4.

Any player who is asked by the club/coach to transfer to a higher level (with executive approval) will have the higher registration fee waived.

Final player selections for a Premier team must be completed, by May 21st of each year.
-
Additions and short term replacements for premier teams must come from that level's first division teams, if available, and then from within the SPRSC. In all cases, the coach/manager of the lending team must be contacted for approval. Parents of the lending player must also be contacted for approval. (Youth league guidelines regarding limits to player replacement must be adhered to.)
V. Transfers All transfers must follow the PEISA guidelines

Any youth player is club tied after playing four games in the youth division. Players wishing to play for another club must apply for a transfer.

A youth player who was registered with another club in the previous season, and moved to the SPRSC locally, will be eligible to register with SPRSC and must complete a transfer form through the PEISA (if previously registered in PEI)

A youth player who was registered last year with another club under the administration of the PEISA (but has not moved to the SPRSC locally) may be eligible to play with the SPRSC provided they do not displace and previously registered SPRSC player and have transfer approval from the PEISA.

Any youth player who transferred to another club, due to II C1 shall be eligible to transfer back the following year.
(see refund policies III C, 2 & 4 with regard to transfers) VI. Teams - Youth

Only players registered with SPRSC are permitted to take part in tryouts and training sessions.
-
Notice will be provided by the SPRSC at registration regarding tryout dates for youth premier teams. A further notice will be posted in the newspaper.

A minimum of three tryouts ( or 4.5 hours of total practice time) will be offered to each player before any team selection
-
Final player selection for premier teams shall be made by May 21st of the current year.
-
All coaches of premier teams must contact players directly (in person or by phone) upon completion of tryouts, regarding their status on the team.
-
Players should not be recruited from other clubs.
-
All youth teams must have a manager separate from the coach.
-
Team finances are the responsibility
VII. Coaches / Assistant Coaches / Managers
-
All head coaches ( and assistant coaches) for SPRSC mini and youth teams will be selected by application to the executive. All coaches must conform to City of Charlottetown Volunteer Screening procedure before a position will be allocated.

Coaches are not permitted to allow non-registered players to participate in club activities.
-
It is the responsibility of the coach to submit an application and volunteer screening form, for the assistant coach, to the executive for approval before June 1st.
-
It is the responsibility of the coach to select a team manager and submit their name to the executive. Once selected, the team manager must conform to the City of Charlottetown Volunteer Screening procedure.
-
The coach or team manager must submit a team roster to the coach coordinator within 24 hours following team selection.
-
A head coach and assistant coach shall only participate in coaching one team in each division (mini, youth, and senior) per season.
-
All youth level coaches are required to take the Community Coaching Program.
-
The SPRSC shall reimburse SPRSC coaches 1/2 of their registration fee ( to a maximum of $100 ) upon successful completion of any coaching course. (This is dependent upon the financial status of the club and shall be determined on an annual basis).

Coaches shall follow the SPRSC mission statement and guidelines outlined in the coaches manual.
VIII. Team Manager The team manager shall:
-
provide a supportive "off field" role to the team coaches
-
act as a liaison between the coach and players(s)/parent(s)
-
prepare a schedule and player contact list for all players on the team
-
prepare a final team roster by July 31st for submission to the PEISA
-
obtain deposits for jerseys and provide a report to the equipment manager
-
be responsible for ordering team items through the equipment manager
-
be responsible for team finances including:
-
establishing a team bank account (with two signatures) for the soccer season
-
providing payment to referees if required
-
prepare a financial statement for the team and club executive at the end of each season
-
close the bank account at the end of each season
-
coordinate fund-raising activities and/or liaise with the team fund-raising chairperson(s)
-
contact other clubs regarding tournaments on behalf of the team as required
-
ensure game times and field are authorized by the field coordinator
-
book fields for practice through the field coordinator
-
help coordinate a team transportation system when necessary for team members
-
together with the coach, ensure corner flags and a game ball are available for home games
-
ensure a first aid kit is available at each game
-
complete and retain game sheets for each game. For team "home games", provide a copy of the game sheet to the opposing team manager. Ensure original is sent to the PEISA office per requirements of the PEISA.

provide follow up with the PEISA referee assignor to ensure game scores are sent to the guardian on a regular basis
-
follow the SPRSC mission statement and guidelines outlined in the coaches manual
IX. Players All players are:
-
expected to show respect for coaches, managers, other players and officials. Any player deemed to have committed an offense will be subject to suspension at the discretion of the executive.
-
expected to appropriately utilize team uniforms, equipment and playing fields. Any player deemed to have committed an offense will be subject to suspension at the discretion of the executive. Any costs occurred or related to the offense will be the responsibility of the player.
-
expected to show commitment to their team by regular attendance, good sportsmanship towards their teammates and consistent effort in practices and games.
-
expected to notify the coach/manager, as early as possible, regarding any absence from a practice or a game.
-
required to pay a jersey deposit (post dated check for Nov. 1st) to the team manager prior to June 1st.
X. Equipment

All soccer equipment and team jerseys are property of Sherwood-Parkdale Rangers Soccer Club. A refundable jersey deposit (upon return of the jersey) is required annually per player. Mini player shirts/jerseys do not require a deposit.

Checks for jersey deposit will be post dated November 1st of the current year. The club treasurer will deposit fees for non-returned jerseys after this date.

Each coach must sign for their team's equipment, (excluding jerseys) from the Club Equipment Manager(s), at the beginning of the soccer season.
-
Upon team selection, the equipment (including jerseys) becomes the responsibility of the team manager. The team manager will provide an inventory list to the Club Equipment Manager at the beginning and end of the season. Any missing items must be noted.

All jerseys and equipment will be distributed at the discretion of the Club Equipment Manager(s) .
-
All equipment and youth jerseys must be returned to coaches/manager(s) at the teams final season game. (Mini jerseys remain with players)
-
All equipment and jerseys must be signed into the equipment coordinator(s) within two (2) weeks of the team's final season game.
-
All equipment and jerseys purchased through a sponsor or through fund raising will remain the property of, and be returned to, the SPRSC.
-
The club equipment manager shall annually obtain price quotes for all purchasing.
-
Teams who represent the Club at National Championships shall have all equipment returned before November 1st of the current year.
-
The club shall provide Senior Team with the following equipment: Flags, Cones, and First Aid Kits. Each coach must sign for their teams equipment at the beginning of the season and return within two weeks of their final game.
XI. Club Uniforms and Logo

Club colors are red and white.
-
The club logo is read and white . (with navy as a minor color)
-
Club shorts and socks shall be red
-
Wind suits should be red and white with navy as a minor color if necessary.
-
Team kit bags shall be red.
-
Club jerseys will be supplied by SPRSC to all mini and youth team players.
-
Only SPRSC jerseys shall be worn for league play, PEISA sanctioned tournaments, and National Club Tournaments.
-
The executive must approve the use of the logo in any format (electronic, print, on clothing, or related equipment)
-
Any private sponsorship must meet approval of the club executive.
-
Any purchase of equipment or clothing which represents the SPRSC must be coordinated through the Club Equipment Manager in coordination with the Club Treasurer.

Jerseys for club senior teams should be red or white and bear the SPRSC logo.
-
The cost of cresting the SPRSC logo on all Club jerseys is the responsibility of he club.
XII. Fundraising

Mini soccer teams shall not perform any fund-raising activities.
-
In order to avoid conflicting fund-raising activities, all teams must obtain executive approval (by contacting the vice-president) prior to starting any team fund-raising activities. (for example: car washes, bottle drives, bake and ticket sales,etc..)

Any monies remaining from team fund-raising activities at the end of the playing season shall be returned to the SPRSC.

All fund-raising activities for teams attending national competitions shall be under the direction of the executive. The contact on the executive shall be the vice president.
-
Any team raising money through fund-raising must submit a financial statement to the SPRSC treasurer upon completion of the soccer season.
-
Only teams attending the National Club Championships shall fund raise after August 15th.
XIII. Complaints
-
All complaints must be submitted in writing to the club executive. (Should the complaint involve an executive member, this person shall be removed from the executive pending the outcome of the investigation)

The club president will notify the person or group concerned regarding the nature of the complaint, within one week of the written submission. The person or group concerned have the right to submit a written rebuttal within five (5) days of being contacted.

Every reasonable effort will be made to have the matter resolved within fifteen (15) days of receipt of the written complaint. A written decision will be provided to both parties.
XIV. Guidelines for Provincial All-Star Representatives

Each player from the SPRSC, who is a member of the PEI All Star Team, is considered to be a representative of the SPRSC. Each player must ensure that the Club coach is aware or his or her participation on the All Star team and make suitable arrangements regarding missed practices and/or games.

A financial donation shall be forthcoming from the Club to the individual player attending the National All Star Championships. (Amount to be assessed by the Club Executive annually). It is the responsibility of the individual player to contact the SPRSC with a written request for his/her donation, at least two weeks prior to departure.
XV. National Club Championships

Club Team guidelines for National Club Championships
The SPRSC requires that each club team follows the guidelines outlines below in preparation for out-of-province travel for any National Club Championship.

A donation will be forthcoming from the club treasurer to each team attending Club Nationals in the amount of: ($50.00) for each player (to a maximum of twenty (20), one head coach, one assistant coach, and one team manager. Team manager must inform the Club Treasurer in writing within one week of winning the Challenge Cup to represent PEI. (Funding will be evaluated on an annual basis and is dependent upon availability).

A parent /guardian Fund Raising Chairperson will be selected for each team (it is recommended the team manager work closely with this committee but not chair it, due to the extent of the responsibilities) This chairperson shall be responsible to inform the Club executive regarding all activities and/or events taking place to finance the teams attendance at the National Club Championships. The Club Vice President shall be their contact person.

All items purchased for Club National Championships must follow the policies regarding club uniforms and logo (see section XI)

Each team will take two sets of club jerseys (one with major color red and the other with major color white)
-
Fund raising for the team is to cover team travel, food, accommodations, wind suits and bags.
-
Solicitation of funds from sponsors shall not include tobacco or alcohol.
-
A budget must be prepared for the team and submitted to the SPRSC treasurer prior to attendance at the Nationals. A financial statement must be submitted by the manager to the SPRSC treasurer, upon return from Nationals, by November 1 of the current year.

Any excess funds from the trip will be returned to the club or designated for the purchase of equipment for use by the club. The team will be acknowledged for their contribution.

Each team manager must obtain a travel permit from the PEISA.

National Club Championships Sponsored clothing and Logos
-
All items purchased for Club National Championships must follow the policies outlined in section XI.
-
Team windsuits shall feature the Club Logo on theleft front and be worn at all team games and functions when competing at the National Championships.
-
Sponsors logos and placement on any items, (for example: clothing, bags, signs) must be approved by the Club Executive prior to ordering.
-
Club Executive approval must be provided prior to the finalization of any sponsored contracts.
-
Each team representing the club shall be provided with two sets of Club jerseys (one with major color red and the other with major color white). These shall be presented for approval as per the requirements of the tournament organizers.
XVII. Training sessions and/or clinics

Any training session/clinic to be held represnting SPRSC must be authorized by the executive in advance.

All participants must have been registered as a player with a soccer club (under the guidance of the PEISA) within the past 365 days to be covered for insurance purposes. No unregistered player will participate.

All money for training sessions/clinics must be administer by the club treasurer.
